Vers un décret portant sur l’organisation de l’action de l’Etat en mer. C’est l’objectif d’une retraite initiée par la préfecture maritime dont les travaux ont été officiellement lancés ce mercredi 7 mars dans un réceptif à Kindia à 135 km de la capitale. C’est un document de 87 articles contenus dans 8 chapitres et 5 titres. Parler de l’action de l’Etat en mer équivaut à la lutte contre la piraterie et le trafic illicite dans les eaux maritimes. C’est du moins ce qu’a déclaré le préfet maritime le capitaine de Vaisseau N’Famara Diomandé au micro de notre envoyé spécial. Entretien

Écoutez, ces attaques entraînent un enrichissement du transport maritime en Afrique, mais affectent aussi le flux du transport portuaire. Dans le but d’atteindre les objectifs à nous assignés, il nous faut renforcer la coordination et la réglementation à l’échelle transnationale afin de combattre ces différentes activités illégales dans les vastes zones maritimes.

Cette lutte apparemment se bute à des difficultés. Qu’en est-il réellement celles qui se dressent à votre département ? 

Il convient de noter que la sécurité et la sûreté maritime se heurtent à la vulnérabilité sinon l’absence de cadre juridique. C’est pourquoi j’ose espérer que ce document pour lequel nous sommes réunis aujourd’hui, nous permettra de combler ce vide.
