Quelles sont les raisons qui ont prévalu à la création de la préfecture maritime dont vous êtes la première autorité aujourd’hui ?

N’Famara Diomandé : je vous remercie de m’avoir donné l’opportunité de parler de la préfecture maritime qui est aujourd’hui la sentinelle bleue de notre économie. Face aux différents menaces que nous avions, vous vous souvenez qu’il n’y a pas longtemps la Guinée était sous une sanction de l’Union européenne pour la pêche INEN, la Guinée était également d’un des pools de transbordement de la cocaïne avec la Guinée-Bissau. A cela il faut ajouter les actes de brigandage, des navires qui venaient en Guinée et qui faisaient l’objet de menace. Face à toutes ces menaces le président de la République a décidé de créer la préfecture maritime

C’est quoi exactement la préfecture maritime ?

La préfecture maritime est un organisme spécialisé à compétence rattachée au ministère de la défense nationale qui a pour mission de garantir l’autorité de l’Etat en mer. Elle a un rôle de coordination des actions des administrations différentes. Par analogie quand vous prenez le préfet terrestre, il y a tous les services mais notre mer que les gens délaissent de trop je vous dis que la mer est importante parce qu’aujourd’hui 90% du trafic international se fait par la mer. Allez voir un peu au port vous allez voir des grands porte-containers combien de containers ils amènent par jour en un seul voyage, aucun avion ne le fait, aucun train ne le fait, c’est le bateau qui le fait donc si on envoie les menaces là-bas le trafic va diminuer de façon drastique, ce qui va jouer sur l’économie de notre pays. La préfecture maritime ne se substitue à aucune de ces administrations

Quels sont les types d’infractions en mer ?

En fait nous avons le code de la pêche maritime voté à l’assemblée nationale qui a recensé toutes les infractions. Un exemple, un navire qui n’est pas autorisé à venir pécher dans nos eaux si on l’arraisonne, également un autre qui est autorisé mais utilise des engins qui sont interdits

Qu’en est-il du mono-filament ?

Quand j’ai pris la préfecture maritime, je suis allé à la rencontre des pécheurs à Koukoudé où nous leur avions demandés d’abord d’arrêter l’importation de ces mono-filaments, ils nous ont dit d’accord mais donnez-nous alors un budget ou un fonds qui nous permet d’acheter les filets normaux, il faut que l’Etat interdise l’importation de ces mono-filaments tout en subventionnant les pécheurs pour l’acquisition des filets normaux

A quel prix peut-on réussir la sécurisation de nos eaux contre la pêche illicite et illégale ?

Il faut les moyens. Aujourd’hui nous sommes à la recherche du point crucial qui est le fonds maritime, il faut que toutes les administrations puissent trouver un moyen, un fonds disponible pour pouvoir lutter contre tous ces fléaux que je viens de citer. Il s’agit des ministères de l’environnement, de la pêche, des télécommunications et de la marine marchande.

A n’importe quel moment nous pouvons intervenir, tout dernièrement nous étions avec la douane nous avons vus des navires qui viennent dans notre espace pour prendre du carburant alors que il y a un décret de monsieur le Président le décret 128 qui interdit le transporte-ment du carburant en mer alors qu’avant ce n’était pas possible mais avec la coopération nous avons pu faire des enquêtes et des partenaires nous ont envoyé les photos de ces navires. Les sociétés ont été identifiées et le dossier est avec le Directeur de la douane qui est en train de prendre

Comment rentrer rapidement en contact avec les services de la préfecture maritime ?

Nous avons un numéro vert 19, la salle de veille travaille 7 jours sur 7 et 24h/24
